• Project storage whose repos is missing may contain only local. Global canonical Sections load independently of project repos, without requiring a global declaration. Undeclared project owner/repo Sections produce a Catalog failure rather than being silently ignored. Presets and sources describes source eligibility, merging, and enablement.
